As the unit manager for the pool operations at the Recruitment and Competence Center in Arvika Municipality, you have overall responsibility for ensuring safe, flexible, and quality staffing for the municipality's operations.

You lead a central and strategically important function that contributes daily to keeping care, social services, food, and other municipal units running.

In the role of unit manager, you are responsible for organizing, developing, and following up on the municipality's pool operations.

You work closely with the operations to ensure availability and maintain high staffing quality. The assignment includes both strategic and operational parts, where your leadership plays a crucial role in ensuring that both employees and operations succeed. You will have close collaboration with your nearest unit manager colleague at the Recruitment and Competence Center.

Qualifications

To succeed in the role of unit manager, we see that you have:

  • Relevant higher education, e.g., in human resources, healthcare, pedagogy, or leadership. Or documented leadership experience with personnel responsibility that we assess as equivalent.
  • Previous experience in staffing, scheduling, resource planning, and budgeting.
  • Previous experience and good familiarity with digital staffing systems and IT tools.
  • Interest in or good understanding of municipal operations and its regulations.
  • Very good knowledge of Swedish, both spoken and written.

It is also meritorious if you as a unit manager have:

  • Experience from a municipal staffing pool or similar operations.
  • Leadership training according to the model of the Swedish Defence University or equivalent.
  • Knowledge of healthcare and social care issues, food services, or schools.

Responsibilities

In your role as unit manager, you will be responsible for:

  • Strategically and operationally planning staffing based on the needs of the operations.
  • Having personnel responsibility for permanent employees in the pool (recruitment, introduction, skills development, work environment). Currently consisting of pool groups within elderly care (9 employees), LSS/personal assistance (7 employees), and food services (5 employees).
  • Ensuring that the staffing pool functions as a flexible and cost-effective resource.
  • Collaboration with operational managers within care, food services, and schools.
  • Responsibility for budget, follow-up, and reporting.
  • Driving development work to increase the attractiveness and efficiency of staffing solutions.
